I witnessed this happen often when I worked part-time as an international student.

Then, it is only a problem if you get caught.

Reporting it to the authorities is the right thing to do, and you don’t have to feel guilty about it.

Of course, the student will be punished but that’s what the law says, and the student is aware of the law.
